The goal of the Papua New Guinea National Health Plan 2011-2020 is to generate 'strengthened primary health care for all, and improved service delivery for the rural majority and the urban disadvantaged.' The Capacity Building Service Centre (CBSC) works in accordance with these national priorities, to support and improve the health of all Papua New Guineans.

CBSC utilises a Partnership Approach to program management, under the overall direction of a Service Centre Board including representatives from the NDoH, AusAID, and JTA International. These organisations share a common vision for CBSC as a centre of excellence in health sector capacity building that works to complement broader sector and development priorities, and that provides a rich resource for Papua New Guinea to further develop capacity in the health sector.

Donor Partners
CBSC also pursues active coordination with other Development Partners under the HSIP framework, such as the Asian Development Bank, and the World Health Organisation.

Health Sector Improvement Program
By working with the Health Sector Improvement Program, CBSC supports unification of donor support within the health sector according to the framework and philosophy of a 'Sector Wide Approach' (SWAp).

Others
CBSC also collaborates with other non-Government Health agencies including Faith and Church based organisations, which have a strong history in health care in Papua New Guinea.
